What is sovereign AI infrastructure?

Sovereign AI infrastructure is the national or enterprise-level hardware and software foundation — data centres, compute (GPUs), connectivity, clouds and the models running on them — that is built, owned or governed inside a chosen country or jurisdiction so that AI data and workloads never leave it. It is the bottom layer of sovereign AI: the model and agent platform layers sit on top, and regulators increasingly treat it as a compliance prerequisite rather than an option.
